I've been using Expression Engine for the past year and have been quite impressed. My clients find it pretty easy to use and it's very easy to template with.
I prefer it to WordPress but it does cost around $300 for a license plus plugin costs. This is generally offset by reduced development time though.
This also looks promising.

hey @kipp_brady - I actually did suggest similar but when he put it into practice it seemed to just stay with the content like dave suggested!

hey @dave, i'm currently working on a web app that allows you to create and generate a base theme; it might be something you're interested in.
basically it will have a bunch of options (many which you and @kipp_brady have mentioned above) that you check to include in your theme. when you're done you just simply download it and drop it on your server.
it might be something we could work on together - i have it setup on github at the moment if you're familiar with that. (i'm developing it in very basic php)
